British Impact on the Punjab States
The policy adopted by the British Government in respect of Phulkian states was remarkably different from that pursued about other states, for example Bahawalpur, Malerkotla and Kapurthala. The British Government appointed English tutors for imparting western education to the young chiefs of these states and as result the outlook of the Phulkian Chiefs was broadened and later on as rulers they evinced keen interest in introducing reforms on modern lines in their respective states.
The British Government also took keen interest to safeguard and promote their fiscal and economic interests, establishment of railways, telegraphy and modern postal system in their states actuateted largely by imperialist consideration. So also the military administration remained under the strict control and supervision of the British authorities.

Excerpt from book: The present Navy of the United States, aside from the ships in course of construction, consists of— First, fourteen single-turceted monitors, none of which are in commission, nor at the present time serviceable. The batteries of these ships are obsolete, and they can only be relied upon as anxiliary ships in harbor defense, and then after such an expenditure upon them as might not be deemed justifiable.
Second, five fourth-rate vessels of small tonnage, only one of which was designed as a war vessel, and all of which are anxiliary, merely. Third, twenty-seven cruising ships, three of which are built of iron, of small tonnage, and twenty-four of wood.
Of these wooden vessels it is estimated by the Chief Constructor of the Navy that only three will be serviceable beyond a period of six years, at which time it may be said that of the present naval force nothing worthy the name will remain. All the vessels heretofore anthorized are under contract or in course of construction, except the armored ships, the torpedo and dynamite boats, and one cruiser.
As to the last of these, the bids were in excess of the limit fixed by Congress. The production in the United States of armor and gun-steel is a qnestion which it seems necessary to settle at an early day, if the armored war vessels are to be completed with those materials of home mannfacture.
This has been the subject of investigation by two Boards, and by two Special Committees of Congress within the last three years. The report of the Gun Foundry Board in 1884, of the Board on Fortifications made in Janunry last, and the reports of the Select Committees of the two houses made at the last session of Congress, have entirely exhansted the subject, so far as preliminary investigation is involved, and in their recommendation.

James Rorinson, DeFendant In Error. In the cose of a protested note, it is not necessary for the holder himself to give notice to the indorser, but a notary or any other agent may Ho it.
The object of the rule which requires the notice to come from the holder is to enable him, as the only proper party, either to fix or waive the liability of indorsers. Where a note was handed to a notary for protest by a bank, and it did not appear whether the bank or the last indorser was the real holder of the note, and the notary made inquiries from the cashier and others not unlikely to know, respecting the residence of the prior indurscrs, and then sent notices according to the information thus received, it was sufficient to bind such prior indorsers.
If the last indorser was the holder, the cashier of the bank was his agent for collecting the note, and the evidence showed that in fact the last indorser knew nothing more than the cashier. The cases on this subject examined.
The facts being found by a jury, the question, whether or not due diligence was used, is one of law for the court. If due diligence is used in sending the notice to the indorser, it is immaterial whether it is received or not.
